For scraping off debris, use trowel or garden spade and avoid using sharp tools that may damage the gutters. One may also opt for the gutter scooper which can be bought in some hardware stores. When scooping out the debris, start by removing along the gutters and away from the downspout. After scooping off the debris, rinse it off with a garden hose. This is a good opportunity to inspect any leakages or clogs that may be present. By inserting the hose into the top part of the downspout check the flow of water if there is a minimum flow of water then it is likely that the drain is clogged.

Downspouts can be cleaned by either the water pressure mechanism by inserting the water hose into the downspout downward or either the downspout can be disassembled and cleaned, for this you have to take off the elbows and clean the obstructions or blockages there.
